Keyword list as preset

I am trying to create a user preset with a Keyword list to apply on import. I had done this successfully in the past but in moving to a new hard drive it seems I have lost this preset. Now when I create a Keyword list, for example a list of family names, and save it as a preset, when I apply this list all the names are applied to the photo. I cannot select individual names as I had done in the past. In other words I want to be able to create a Keyword preset that I can then choose on import, select one keyword from the list and apply to the photo(s). Can you tell me how to do this?

    You need a Keyword library not a preset.
