I've had a look at the help page in your link. It states:
    ...
Exposure Evaluation (in the Capture Tool Tab) displays a histogram of the latest captured raw file.
    ...

It sounds like you are on the 'Exposure' tab, not the 'Capture' tab, because the 'Capture' tab has no 'Levels' and you refer to it as 'Histogram', not 'Exposure Evaluation'. The 'Exposure Evaluation' histogram on the 'Capture' tab is a tethered capturing tool.

There are differences in the 'Histogram' histogram of the 'Exposure' tab and the 'Levels' histogram.
You can select single color channels in 'Levels', you can cut off shadows and highlights, limit the lights and shadows, and move the gamma point. The top histogram will show the result of all this.

In addition the top histogram is affected by the output profile (useful for softproofing)
