Bug in Filters Panel?

I've noticed some odd behaviors in the Filters panel the last couple of days. Yesterday, the panel and the search bar were there, but there were no parameters; no "ratings", no "color tags", no "dates" categories and buttons. After I closed C1 (10.0.2 Pro) and restarted it, they reappeared. Today, I noticed that the numbers in the Color Tags section are off. I have four different images (not variations) tagged green and the button is showing two, etc. It's not a big deal, but if it's a bug it should be fixed.

  Have you got any other filters in play?
  
  Are you working with a collection/album/smart album of some sort?
  
  The screen space available for displaying the sections of the filter tool in the Library folder may, perhaps, be inducing some unexpected behaviour as the UI tries to it stuff in.
  
  Have you tried adding the filter tool as a floating tool to see it you get the same behaviour?

  I've been noticing the exact same thing for awhile .. the search bar is there, but everything below it is completely gone. if i close and open back up they are back.
