Blocked shadows

I just can't seem to get good shadow detail. They seem to be blocked up and choppy. I am shooting with a P25+. I already feel like am having to open up 1 or 1.5 stops to get the image bright enough, it seems like ISO 100 is more like 50 or even 35.
