Export recipe file size

I set up an export recipe to give me a jpeg 1024 pixels max on long edge and to give me a file size of below 250kb. At 89% jpeg quality it says file size ~240kb. However, when it exports it gives me a file size of 836kb according to file properties in windows explorer. Despite playing with the jpeg quality slider, it is so difficult to be accurate on file size as capture one seems inaccurate. In Lightroom I can set a preset that gets it right everytime. Any ideas?

    Does your recipe have the box checked or unchecked for "create thumbnails on save" in the File tab of the process recipe?

    I'm not seeing that box "create thumbnails on save" in the file tab or any of the tabs in the recipe

    Perhaps it's just a Mac thing?
