How Do I Completely Fill an Adjustment Layer

What I'd like to do is, instead of painting the whole layer, just fill the thing. Why do this? Because I like to add a very contrasty, saturated layer to the top, then look for sensor spots, then once located and dust-busted, I delete that layer. Any hints?

Also, is there a way to simulate a gradient ND using an adjustment layer?

  Create a new empty layer and invert the mask.
