Left scrollbar is gone!

Hi,
After the last update my scrollbar at the left side is gone.
What can I do to get it back?

On the toolbar side?
I've never seen a scrollbar there, different tools open and close as space permits.

Sometimes the tools don't automatically close to make room for another tool when it is opened, so half the tool is cut off and it seems like a scroll bar should be there, but I believe this to be a bug.
