Luckily, if all you need to do is access the same files you don't need the sessions. Just create a new session or open the default (User>Picture) and browse to the Capture folder you need to access. In that way your deadline shouldn't sweat you.
In regard to the sessions themselves, if you moved any of the original documents, renamed the parent folder or noted your archive in a folder name the old session directory may not be able to find the necessary information. Also, you can try navigating to the COL50 file on the external drive and double-clicking it to open directly in Capture One. This way, in the event there is something strange going on with the directory or "Read/Write" access of your external, the session should still open.
Also, how is it that you have verified the external drive is working properly?

Thanks, but I need to access the actual session so that I can complete making all my adjustments to the images before delivery. So if I create a new session, I will have to re-create all my adjustments.

Navigating to the COL50 file and double clicking it doesn't work -- the same error happens (could not open session).

I can access all the other files on my drive with no problem, so the issue doesn't appear to be with the drive.

Any other suggestions? I'd appreciate any insight into how to access my sessions. I should add that this problem is manifesting with ALL of my previously-created sessions, not just the current one. I can't open any session that I've created in C1 5.

Your image adjustments are not stored with the sessions. They are stored next to the images themselves and will be loaded by any session that will browse to these images. The adjustments are save in <image folder>/CaptureOne/Settings50/<image name>.cos
You can then create or use any session to resume working on your images. Sessions are helpful to remember albums or favorite folders and have some particular prefs attached to them...
