Local Adjustments don´t work

Somehow the Local Adjustments won´t work.
I can use the brush and I get a new layer but when I try to make an adjustment (like brightness) it works on the whole picture instead of only the layer.
Is this a Bug or maybe another error?

    I have the same problem in my two Macs...

    Click on the downward pointing triangle in the tool you want apply (e.g. Exposure) and tick Adjust Selected Layer. Obviously make sure the layer is selected in the Local Adjustments Tool.

    Then update your Workspace and Save. I found that otherwise the Local Adjustment Tool was unticked when I next started C1.

    Does HDR only work with the background?
