what is upgrade?!

I'm a new C1P Le user and have 3.7.4 version. For last few days am seeing this msg window when I open LE. "New upgrade is available....".
Now if I chose to download and install this new version, is this my supposedly free upgrade? As of now I do not need the new version with support for 400D etc. Will I be able to get the upgrade free when there will be a newer LE4 version?

Sorry if this sounds dumb.

    UpDate = fixes Bugs and adds new camera models = Always Free

    UpGrade = Adds New Features, Tools and Functions = Is Chargeable

    3.6, 3.7, 3.7.1, 3.7.2, 3.7.3, 3.7.4, and 3.7.5 have All been Free Updates
