Edit Primary Only do not work for Applying Adjustments
Lets make a test.
1. Take 3 pictures.
2. Select them all.
3. Go for last and chage it.
4. Copy adjustments.
5. Toggle "Edit primary only".
6. Press "apply adjustments".
What you expected? Applying adjustments only to last, selected, primary picture.
What did you got? Applying adjustments for all pictures, instead of toggled "EPV" button.

What you expected? Deleting all pictures.
What did you got? Deleting a single one picture.

I really do not see meaning in Big Orange Button "Edit Primary Only". Its override Shift modifier but it doesnt works in applying adjustments... Any thoughts?

One thought: when you say 'Toggle "Edit primary only"' I don't know whether it is ON (orange) or OFF (grey).
Another thought: the Shift-modifier should not work in 4.6.x anymore as it did in previous 4.x versions.0 -
