Two installations of Windows means two different computers seen from the application that runs on the operating system. Unless the activation was written to the BIOS/EFI or something computer related and disk drive/volume independent, then you could have one activation per physical computer. However, that is not the case. The operating system is the boundary, hence two activations.

The reverse is also true: you can have multiple instances of Capture One installed on one operating system installation and they will take only a single activation.
