Mouse Scroll Button Customization

Good morning!

Is it possible to customize the function of mouse scroll button?

I would love to be able to use it to change the brush size by scrolling without going to the the menu and being able to pan by depressing the scroll wheel down would be, as they say, 'da bomb.
