C1 keeps starting when plugging in peripherals

I have been dealing with this problem for some time now. it's such a nuisance.

i have my prefs set to not automatically import when cf cards are plugged in, but even when c1 is completely shut down it reopens when i plug in cf cards.

  This is configured in another application, Image Capture. Plugin the peripheral, open IC and configure not to open CO6.
