What should be RAW captures open as small tiffs in Photoshop

I tried to open some raw files (shot on Phase ond h10) using Adobe Camera Raw. I noticed that the files exist as preview images. When I drag them into CS2 the immediatly open as small RBG tiffs, 6 incles wide, 72 dpi. No stop in Camera Raw.
They do, however, process normally in Capture one Pro
Any idea what's going or or how to correct this?

    Adobe Camera RAW do not support Phase One files.
    However Phase One RAW files contain a small TIF header so you can see a thumbnail in the finder if you want to.
    So in this case PhotoShop opens the TIF header instead of the full RAW file.
