    As you are probably already aware, you can have multiple vocabularies defined and choose the active vocabulary by using Preferences/Vocabulary Editor... But the setting is global, not catalogue specific, so you would have to change vocabulary when you opened each catalogue. Not quite what you want, and messy if you have multiple catalogues open simultaneously.

    You are probably aware that you can also choose to constrain editing to only those entries defined in the specific vocabulary.
