Using Fill with masks

I want to fill a selection in a layer. According to the online help, I draw my mask and then right click on the layer. I do that but fill mask isn't in the list of actions. All that shows up is add/remove tools etc. I get the same result with 7.2.2 and 3,

  Can you point me to the instructions you are referencing? The online guide says to "Go to the action menu icon and select Fill Mask." which is what I have demonstrated in the screenshot above.

  Thanks Drew, I've got it now. In my defence, it's not easy to find a description of the 'Action Menu' or am I just being dense again?
