Keyboard Shortcut Question

By Default, Apple - Arrow selects next/previous image. I wanted to change this to just Arrow, but it doesn't seem to recognize when I push the arrow keys. How can I program that in?

  You can find your commands in under the Edit commands like in the program's Edit menu.
