Pan [Hand] Tool?

I have somehow activated the Overlay Pan [Hand] tool and want to get back to the Pan [Hand] tool but can't figure out how to do it.
How do I turn off the Overlay Pan [Hand] tool and turn on the Pan [Hand] tool?

    A long press on the hand icon in the tool bar will give you a dropdown list that will allow you to select one of three modes.
