    Is it as designed yes.
    It is because of the order of adjustments in the processing pipeline. Curves are after the Levels-adjustments in the pipeline, therefore you don't see a change in the Levels histogram, when you adjust Curves.

    - For the output histogram, take a look the Histogram Tool. This shows a histogram with adjustments and color profiling or film curves applied.
    - For an Input histogram, use the Exposure Evaluation Tool. This shows the raw histogram, with no adjustments, and no color profiling / film curves.

    Correct me if I’m wrong, but after making adjustments in the curves tool, the histogram overlay in the levels tool no longer reflects the actual image data, correct? Why, then, include that overlay? How should I interpret it?

    As Christian said, the tools have their position in the processing pipeline.

    The Levels tools comes before the Curve tool, like a train with carriages. Some tools affect the Levels tool's histogram as they are earlier in the pipeline (Exposure, HDR) and vice versa.
