local adjustments

Create a new layer, draw mask, make sure layer is selected, but the correction is global.
Am I leaving something out?

  Most probably you selected a tool that cannot be applied locally ? Only Exposure, Clarity, Sharpening, Moire and Color Editor can be applied locally.

  thanks for the reply, but all of those only work globally in spite of the mask.

  Did you make sure that "Adjust Selected Layer" is selected on those same tools ? Click on the arrow on the top-right of the tool and check if the option mentioned above is ticked.
