For version 11, the settings are in a Settings110 folder. Settings100 would be the settings folder created in version 10. If you had version 10 and then updated your session to version 11, you'd have both a Settings100 and a Settings110 folder. If you are not going to go back to v10, you could delete the Settings100 folder, but it may not be taking much space and it may be best to leave well alone.

The .cos file does contain the settings. It's possible that your OS or Capture One, reconstitutes it from somewhere (a cache or something?) so you didn't lose your adjustments. But I have just tried an experiment where I made an adjustment to the file (made it B&W) then moved the .cos file to my desktop. I then reopened C1, it reconstituted the .cos file and the B&W adjustment. I then put it back to colour again. But if I close C1, then replace the latest .cos file with the one I had copied elsewhere, the B&W adjustment comes back. So the .cos file does contain the adjustments, and it is best not to mess with it.

The folder may also contain .comask files which contain layer information if you have used layers with the image in question.
