Backups exist but were not found by Restore Catalog
Capture One reported, incorrectly, that my database was not usable and needed to be restored. As it turned out, there was no problem and quitting Capture One and restarting it, showed that the database was completely functional. Why this happened is a separate issue.
This got me interested in seeing how I would restore from a backup if I wanted to do it without having to manually replace the corrupted cocatalogdb file with the backup. Capture One version 11 is supposed to automate this process. When I selected File\Restore Catalog, I got the message "No backups found for XYZ Catalog." Although the backup location was correctly shown, none of the backups were listed.
Is there anything about the location of the backups that would cause Capture One not to recognize them? For me, automating restoring the backup is not a big deal, but I think it should work as expected.

I should have tried this before posting, but it is not in the manual. To select a backup location, you must select the drive or folder in which the folder that contains the backups is located, not the folder containing the backups, themselves. Then, the backups will be displayed.
You can then select the backup and proceed. I did not want to proceed so I clicked cancel. Capture One then quit. I tried this in a second totally different database and Capture One again quit. I repeated this several times, with the same result. Escaping from the restore window causes Capture One to quit.
To me, the restore function is too buggy and not sufficiently intuitive for use. If you make backups, there is a simple way to manually restore from a backup if Capture One cannot resuscitate it. You just copy the last backup cocatalogdb file and replace the corrupted one with the backup.0
