Apply adjustments not working to all images

It used to be the case that pressing shift+cmd+C would copy adjustment then I could select a number of images and press shift+cmd+V and it would apply the adjustments to all the selected (highlighted) images...now it will only apply those adjustments to the individual highlighted, highlighted image (the one with the thick white border) and not to the other highlighted images (with the thin white border)

Any ideas what I've done? :0(

  Did you enable 'Edit Selected Variants'? (The icon with 3 overlapping rectangles in the top right icon bar, 'Edit' menu, or <SHIFT> + <CMD> +'E')
