Only the tools that are shown in the Default layer tab can be used with layers. You don't say which tool you are trying to use, but levels and curves are not available on a layer.

If I add tools to the local adjustments folder, I can't get those tools to work with the mask. Am I doing anything wrong, or can simply just some tools not be used for masking? This time I could not use the color balance tool.

    Raymond,

If you open the Local Adjustment Tab to see the default list of tools available (assuming you have not personalised your active workspace) you can also click on the "?" in the tool name line and go to visit the relevant page of the on-line User Guide.

That will tell you what is available and any special considerations you need to be aware of when using the functions. (Assuming you are on-line at the time ....)

Not all tools can be used on masks. Click on the 3 dots in the title bar of the tool you want to use on layers and masks. If there is an option stating 'Adjust Selected Layer', it can be used. And if activated, a brush appears next to tool title text. When the entry is missing, it can't.

Would it work for you to use white balance instead of color balance?
