Same issue here. Sometimes the layers are not copied (despite being selected to be copied). It seems to happen a bit randomly...

I've got the same problem. I'm a long time user. Adjustment clipboard shows layers clicked. Paste...no layer.

    catalogues or sessions? Or both?

Is there any consistency about the sort of layer adjustments that are not appearing?

I have a similar issue. I cannot copy global adjustments as described per help [1]: Global copy and apply. I copy the adjustments of an image by using the double-ended arrow. Afterwards I select the image I want to copy some of the adjutments to and unselect the adjustments I do not want to copy within the adjustment menu (see [1]:Global copy and apply). Then I apply but all adjustments will be copied indepentendly if they are unchecked.
Local copy of adjustments is working.

    I work with a catalogue.

I assume that I do something wrong but cannot see my mistake.

    Capture 1 v12.1 x64 on Win10 Pro x64

I just wanted to confirm that you are not re-copying the adjustments from the original image once you have selected the adjustments you wish to use using the Clipboard. It's an easy oversight in the process.

If you have excluded the copied adjustments that you do not wish to use and then (having selected the image that you wish to Apply to) use the Apply option at the bottom of the Clipboard window, what happens? Does it still apply everything?

Yes, all adjusments will be applied.

That's the way I use and all adjustments will be still applied:
    1. Select the source image
    2. Use COPY at the Adjustment Clipboard
    3. Uncheck all unwanted adjustments
    4. Activate EDIT SELECTED VARIANTS
    5. Click all images I want the adjustments to be applied
    6. Click APPLY at the Adjustment Clipboard

Edit: I've figured out that with DNG (of my Google Pixel 3XL) the Adjustment Clipboard works as aspected. But with my Sony Alpha7R3 Raw and Canon 5DMk3 Raw all adjustments will be copied indepentend if they are checked or not.
    I run C1 v12.1 x64 on Win10 x64. Never had any C1 version installed.

I am having the same issue.
Sometimes it works, most times it doesnt anymore.
I thought it happens when resolution of the image was changed (outside of C1), but it happens on same resolution images too.
Sometimes when I change the original file to some other ones (same name, different file), all my adjustments layers get deleted automatically.
Did anybody of the devs look into this yet?

I fixed the catalogue but I am unsure if it is really the solution.
