Local Adjustment being applied globally

I created a local adjustment layer and masked just the face of my subject. But when I go to the Color Balance and work on the skin tones, the corrections are being applied globally...to the lips, hair etc. Does the Color Balance not work w/local adjustment layers?

  Colour editor is the tool to use in a layer.
  
  If you open the Local Adjustment tools Tab you will find all the tools that can be deployed form use with layers.

  I've seen this in CO7. Heavy moire removal smeard also area outside the mask. The picture didn't have the same problem in CO8.

  More tools were added to the Layer compatible tools list with CO.
  
  If you are working in a layer environment but select a tool that is not layer aware adjustments will be applied to the entire image. Once you are aware of that and familiar with using it it is actually quite a powerful feature.
  
  However it can be confusing to start with - as in the case of the Color Balance tool originally posted by lschaaf.
