C1 keeps files locked, failing other steps on C1

I keep running into a reproducible issue with 10.1 where browsing a directory briefly will result in a file lock which will prevent the directory from being able to be renamed (in C1 or in Windows 10). The worst part is that once the rename fails (In C1 mind you) it will assume it succeeded, and proceed to lose the directory. In other words, after the error which C1 reports, it changes the catalog location of all those files.

Steps taken to troubleshoot:

Deselect photos first
Rename in Windows
Play a video from another folder

None of the above troubleshooting steps works.
