Importing photos from one catalog to another

Hi,

I am trying to import photos from one catalog to another and the only way I could do it was by opening both catalogs, dragging and dropping the photos from one to another, but it just copied the reference to the files, not the files themselves.

What is the best way to actually import photos from one catalog to another?

  File menu > Import Catalog
