Thumbnails and Previews preferences
In the Preferences panel for Thumbnails and Previews (Edit > Thumbnails and Previews...) what does "Display Previews at all times" mean?

Thumbnails en Previews are saved in the catalog.
Cons to use Previews:
- slower catalog
- slower to import images
- faster to hit the maximum size of the catalog
Why then using Previews? Usually to send a small set of images for review to someone who will not have access to the original files so they still can view the images at fullscreen.
"Display Previews at all times" is only considered when in thumbnail view. In this case it will ignore the thumbnails and always show the previews in thumbnail view. Don't use this with a catalog which has thousands of images.
Is it important? Can be if you own a big ass monitor and set the thumbnail view to show very large thumbnails.
By default thumbnails are create 320px by 320px. The thumbnail view will always show the thumbnails up to their largest size, no more. So if you set the view to show you thumbnails by 400px you will have a 320px thumbnail with an 80px border around them. With "Display Previews at all times" you probably won't run into that problem.0
