Can I combine 2 COP catalogs into 1

I decided to split my photos into 2 separate catalogs but I now realize that it was a mistake. First, can I combine 2 separate COP catalogs into one as an 'import catalog' operation, and secondly, is it safe to do? I would not want to lose my photos.

Yep! It's not combining per-se but rather importing one into the other. Open the destination catalog and select File > Import Catalog > Capture One Catalog. Then select the other catalog to import into your destination.

I imported the catalog and it appears to have worked perfectly. It was fairly quick too, very nice.
