    Hello,
    A common issue on Mac, it seems that the user account you have is not providing proper access to your System Library.
    To fix this issue contact apple and/or perform a Disk Permissions Repair.
    To avoid this issue you can just rename to Capture One application. Renaming the App itself from "Capture One" to "Capture One 7.1.3" and then launching it will allow you to choose DB mode without relaunching and tripping up on the permissions error.
