White dots all over jpeg

I worked some jpegs to be upload on a client website. When they are uploaded they have white spots all over the image.
Not there in any other viewer. Just when uploaded. Anyone seen this before. srgb was color profile.

Thanks for any insight.

    Just an update. These artifacts look like very tiny bubbles on the images.
    I Used 8 bit sRGB color Jpeg at 300 dpi and 4x6 size. Even scaled down for web at 30% which made a 67kb image still does it. I suspect it is the website that is uploading causing this. But I never had this happen before I upgraded to 7.1.5.

    Just to be clear, all the images openned in any normal picture viewer or IE8 from photoshop seem fine. So that leads me to believe it is not a C1 issue. Only when uploaded, do these tiny bubbles appear.

    Was hoping one of you pro's out there has seen this before.
