Color Editor behaving erratically

I have an issue with edits to color ranges not being applied to the image (although they do show up on the color swatch). This happens inconsistently, e.g. edits are properly applied to the the first layer or two, but not to subsequent layers. The layer in question has not mask applied to it. Is this a known issue?

    Any layer that has no mask should have no effect on the image at all.

    Color Adjustments are specific to a layer. If one needs to adjust the entire image, the background layer is used. To adjust some part of the image, an adjustment layer is used, and the mask for that layer defines where it is applied.
