Bug? in healing tool

After cropping a picture (cropping outside enabled) the cropped picture will have some gray parts, this works as designed, the former outside region is now part of the picture.
But I could not copy parts of the picture into this gray areas using the healing/repair tool.

EDIT: Sorry, I posted it in the wrong forum, I use Win 7, but maybe this bug(?) is not related to the OS ...
