Guides moving when cropping image

Having an issue where I want to crop an image. I have added a set of four guides and wanted to make my crop match them. But when I start to crop, the guides move in with the cropping area, keeping a relative position to it.

If I choose to lock guides it does nothing.

Any suggestions?

    The guides, as they are implemented now, are positioned relative to the crop at all times.
