Move Toolbar to Center

Am I missing something here? Is there a way to make the toolbar show in the center of the window?
Also it looks like I can't arrange the tools within the main toolbar-they can only go left or right of it.

    Window>Workspace>Default.
    It simply sounds like you have customised the toolbar to exclude the spacers that keep the cursor tools in the middle.
