Highlight recovery not working

I recall seeing a thread in the beta forum about this, but so far haven't found one on this forum.

I have a couple of images with blown highlights. In CO I can make adjustments and bring back a lot of the detail. But when I open the processed files in Pshop, the highlights are still blown and the detail isn't there.
