    In the upper right corner of the Exposure Tool there is a triangle pointing down.
    Click that and at the bottom of the dropdown is 'adjust selected layer'
    This is how the tool is toggled between global or local adjustments.
    So, there is only one Exposure Tool and on the Local Adjustments tab they have all been toggled to 'adjust local layer' for you. No different tools or magic, just a toggle :^)

    So, two things you can do.
    Stay with the one Exposure Tool and use the triangle to toggle back and forth.
    Add another Exposure tool, toggle it to 'local', and leave it and then you have the two you want.

    I did a similar thing with Color Tool.
    Both global & local available and I click btwn them.
