Basic color editor in Loc.Adj. tool tab

In "Local Adjustment tab" basic color editor isn't available but "Advanced" working normal.
When switch from Background to Layer BasicColorEditor jump to Advanced tab automatically-is it normal behavior?

I've experienced the same (Windows 7 64-bit) for several iterations of Capture One, so I believe it is normal.
