How do I scroll a magnified image?

I'd like to be able to draw a mask across an entire frame to follow a mountainous horizon, for instance. How do I scroll the image to do this with magnification?

  If the image is larger than the display press the Spacebar and a navigator will pop up where you can move the cursor around the image.
