    1) use the Luma Range feature in the Layers tool

    2) amazing, what a difference, Capture One shows details in the clouds and in Lr they are completely blown out; but if you like that, just go to the Levels tool, and move the highlight point marker (bottom right, 255 by default) to a lower value and you will absolutely blown your highlights. In case this affects areas you do not what to be affected, make a mask on a layer first and adjust the layer the same way.

    In addition to Paul's observation I think there could be some benefit from a White Balance adjustment.

    There is a slightly blue effect in the examples which does not help the image in my opinion. That said there are also some green effects.

    You could try an Auto adjustment in the levels tool to see what that gives you. However there may be some other changes involved to getting the very best result for the entire image.
