Basic Color Editor tab does not work in Local Adjustments
The title says it all. Advanced and Skin Tone work, the Basic tab does not.

I can not answer that for you, I am afraid, because I do not know the design decision.
However, the Basic editor is of little use (and was a CO Express 6 tool) if you have the Advanced editor.0 -

The Basic Color Editor also works with Smart Saturation.
Essentially Smart Saturation is a compression method to avoid color clipping.0
