Drop down menus are no longer working.

The drop down menus for tools (crop, rotate, etc.) are no longer working. Previously when I wanted to change the rotate tool between straighten and rotate freehand I would click on the grey triangle next to the tool's icon and choose from that drop down menu. The menus no longer appear. I've tried restarting the software and rebooting the computer but nothing has helped. Is there a preference that I've set that is causing this?

  I suggest you delete the preference file. See for details

  If that does not work, reinstall the program according to the instructions in the same article.
  I also strongly advise to do a Repair Permissions (Disk Utility).
