LCC interfering with White Balance Adjustment Clipboard

When I am using the Adjustment Clipboard to synchronize white balance across multiple images it won't apply the correct values. I believe this is being caused by images having different LCC profiles applied since I have noticed that images using the same LCC as the source image will receive the same values, if those images are on the same LCC as the source image then the applied values will be correct, if the source image's LCC is different they will not receive the correct values but they will be the same incorrect values for any images that share an LCC.

For what it's worth I have "color cast" turned off the LCC

I am using build 13.1.1
