Color noise reduction is not available
As you can see on this screen capture, on the noise reduction tool, only luminosity and detail sliders are available. Color reduction and one pixel slider are not.

It looks like you are working on an adjustment layer.
Change to the "Background" "Layer" if you need to fix Colour NR and for the single pixel "Hot Pixel" fix.
