C1 --- implementing a (specific) workflow
- I work in sessions (e.g. a visit to a special location)
All the pictures from the session go into a single folder... let us call it DrivePath/MyPix/20181017_Dublin - In LR, I open a Catalog which references to the session folder.
This is placed in a folder DrivePath/LightroomCatalogs/20181017_Dublin - I process the pictures as required.
- I then export the processed pictures to one or more sub-folders, e.g. DrivePath/MyPix/2018101
7_Dublin/NationalMuseum

You can do the same in C1 with catalogs. The orinigal images stay in your folders from point1, the catalogs alongside the adjustment folder separate as in your example, the outputted images wherever you want. I suggest you make youself familiar e.g. with the exquisite webinar recordings.

The requested workflow is entirely possible in C1 Sessions or Catalogues.
Using a Catalog an import process needs to be run but one would leave the files where they already exist as "Referenced" images.
For a session the import step, although useful normally, is not a requirement. Simply navigate to the existing folders and set them as "Favourites" and C1 will know where to look. Even that is not a requirement if one is prepared to navigate to the folder each time one wishes to work on the images within it.
For output C1 will by default offer some locations that keep things "packages" - especially useful for sessions if one is only using C1 and wishes to keep everything together. However you can redirect the output to be sent to wherever you wish and potentially automate the destination definition using the output folder (and file) naming tokens.
HTH.
