    The suggestion would inject a lot of colour into the UI, which I think should be considered a distraction.

    Isn't it already clear from the "Layers" tool, i.e. whether "Background" is selected or not, whether the brush icons next to the tool names, should appear (or appear in orange)?

    After selecting a layer, one would not need further confirmation about the scope of the tools, so the only purpose a more prominent displaying of the brush icons appears to have is to more vividly indicate that the "Background" layer isn't selected, even when the "Layers" tool isn't in view.

    I don't think that this purpose would justify the distraction through coloured brush icons that would frequently occur, i.e., any time a non-background layer happens to be active.

    I think it's an excellent suggestion. Other parts of the UI are orange when active, and the number of times I applied an edit and thought I was editing the background layer when an adjustment layer was active are in the hundreds, especially now that the healing and brush tools automatically create new layers. It's easy to miss.
