Capture One uses the GPU for some tasks, not others. It doesn't "primarily use" the dedicated GPU for everything. Also, for cores: it sometimes uses all fairly fully, sometimes not. I've seen good GPU utilization on my MBPs for some ops and not others. You might install something like iStat Menus (shareware) and have it display the cores and GPU graphs in your menu bar, which I find usually more useful than Activity Monitor because it takes up no screen space and is easy to watch while I work.

The main tasks that I know where Capture One uses the graphic card is:
1) for processings needing full resolution (i.e. the RAW) such as local adjustments (masks and layers), or noise reduction (where you need a 100% image). Otherwise, most of the adjustments are done on the previews.
2) for the export.
