Guides won't let me moved them

I've seen the use of movable guides in C1 videos and even verified it in this article:

but I cannot move the guides at all in C20 on Windows. I assume this isn't a Mac-only feature? I hover over the guide and nothing happens. I try clicking, try shift-clicking, alt-clicking, ctrl-clicking...nothing will move it.

What am I missing?

    Are you trying to move them with the Hand cursor selected?
    That has changed from previous versions.
    You can only move them now with the Select cursor active (first from the left in the cursor tool bar).
    Pretty annoying.

    I think the specific change was introduced to separate functionality of dragging either the guides or the background with the same cursor tool. Also annoying if one did not quite click in the right place.
